Jefferson Pierce is a man wrestling with a secret. As the father of Anissa and Jennifer, and principal of a charter high school that also serves as a safe-haven for young people in a neighborhood overrun by gang violence, he is a hero in his community. Nine years ago, Pierce was a hero of a different sort. Gifted with the superhuman power to harness and control electricity, he used those powers to keep his hometown streets safe as the masked vigilante Black Lightning, but he left the Superhero days behind. Almost a decade later, Pierce’s crime-fighting days are long behind him…or so he thought.

Jefferson Pierce and his family may have survived Tobias’s attack, but they’re not out of the woods yet. Concerned for the safety of Garfield’s students, the board considers a motion to shut down the school, forcing Jefferson to go to Napier Frank to sway the vote. Jennifer struggles with her powers and her actions have unforeseen repercussions. Meanwhile, Anissa finds a new way to give back to Freeland. Lastly, Lynn continues her quest much to the dismay of Agent Odell.

We find Jefferson Pierce like never before, in the hands of the ASA with his wife Lynn as Agent Odell tightens his grip on the Pierce family, leaving Jennifer abandoned and Freeland without Black Lightning and Thunder. But Anissa secretly defies Odell in her alter ego as Blackbird with the able tactical and technical support of Gambi.

As the community struggles with the violence surrounding them, a glimmer of hope appears: Is Black Lightning back? Lynn Stewart, noticing the changes in the community, is also left wondering. While Jefferson Pierce struggles with his decision, Gambi urges him to take up the mantle once more and return to life as Black Lightning. Anissa and Jennifer try to deal with the aftermath of their jolting experience.

Jefferson Pierce is still mourning the death of his long-time friend Detective Henderson. Meanwhile, Gambi is presented with an interesting opportunity. Lastly, Lynn and Jefferson are still not able to see eye to eye.

After attempting to bury the darker, devastatingly lethal Painkiller part of his persona, Khalil Payne has distanced himself away from everyone he knows and loves in a new city, Akashic Valley, in order to find peace... but peace never comes easy for men with pasts like Painkiller.
