The public was overcome with shock after discovering the identity of the boy who appeared in the public debate. When Nomaru’s opponents use his secret weapon against him, he is left with no other choice, and Seizaki puts his plan for kidnapping Itsuki into motion. However, something unusual had begun to happen under the surface.

The world had been plunged into a state of confusion after Itsuki makes his declaration. Seizaki urgently searches for Itsuki, but is confronted by the fact that Itsuki has not done anything illegal. In the meantime, Sekuro is sent to Seizaki’s office as the newly appointed secretary.

With only three days left until the congressional election, Itsuki is scheduled to participate in a public debate. Seizaki searches desperately for Itsuki, but realizes that he still has no evidence that can be used to justify Itsuki’s arrest. While listening to Kujiin, Seizaki comes up with an idea.

To uncover the truth behind Magase, the mysterious woman, Seizaki and Sekuro visit her uncle in Kyoto. Her uncle tells them about a mysterious incident that happened when Magase was in middle school, and also tells them about an unbelievable experience he had while he was her counselor.

The beginning of the G7 summit has arrived. The leaders of the seven countries, which now contain cities that have adopted the suicide law, gather together and share their stances on the suicide law. While the leaders debate the issue from the perspective of morality, economics, and rights, Alex poses a single question that cuts to the heart of the debate.

At the suicide summit, Itsuki asks Alex to talk to a girl contemplating suicide. Alex, lost deep in thought in search of the truth behind good and evil, agrees to talk to the girl. On the other hand, Seizaki regards Itsuki's invitation with suspicion and holds tightly on to his gun. Meanwhile, Magase closes in quietly and surely on the two men as the world watches on.

Instead of going home, Kayo has spent the last few days in a disused school bus while being supported by Satoru and the others. Only Sachiko and Yashiro begin to realize that something is going on when they observe changes in Satoru’s behavior.

That night the two of them try to rest at the Nikkou War Memorial only to reunite with a jellyfish girl they met in Imihama.

On their way to Akita, Bisco and Milo pass by the sea of Calbero and arrive at a desolate town under threat from the deadly creatures, Flying Blowfish. A town that's also full of children and devoid of adults. Meanwhile, Pawoo encounters a mysterious couple living in some ruins as she pursues the others.

After the parliamentary election, Shiniki was preparing to enact the suicide law. After his kidnap attempt on Itsuki, Seizaki is put under house arrest and spends his days overcome with a sense of powerlessness. One day, Seizaki is paid a visit by an important individual.

Bisco falls into Tetsujin's reactor, taking Kurokawa down with him. The reactor begins to overload, with Milo and the others just barely escaping in time as the dome starts to collapse. However, they're given no time to grieve their loss of Bisco before their next trial assails them. With Bisco gone, Milo tries to figure out what he can do on his own now.

One day, a girl with rabbit ears comes to the village of Flatta. This nameless, unpopular minstrel, who strums her lute fiercely with her bare fingers and sings with a death growl, is known as Schifanoia. When she passes out in the middle of her concert, Azusa is reminded of the sad stories she's heard of young men who moved to Tokyo hoping to make their major debut, but instead turn into job-hopping middle-aged men playing in bands that never make any profit. So she invites Schifanoia to live at the house in the highlands for a while, but when she just keeps making excuses and refuses to see reality, Flatorte loses her patience...

Bisco is gravely wounded by the shot from Kurokawa. Milo leaves him behind to storm into enemy territory and rescue his captured friends, Pawoo and Jabi, but Kurokawa awaits with meticulously set traps. During their confrontation Kurokawa reveals his great ambition and the secret behind the Mushroom Keeper's persecution.
